As Kouyama said, the IP Catalog assets are not available outside of Japan, and attempting to download a program which uses them from an outside copy will not work.
Basically, Namco says "you can use our characters and IP (in SB programs) for a small price (and the receiver must have a license for those assets as well), but this licensing is only valid in Japan"
