Did Anyone notice that SmileBASIC isn't really actually BASIC, It's A Custom Programming Language Based Off Of BASIC, And everybody in Miiverse is like: "I'm Gonna Find A Program That Converts Java Games Into BASIC Games, Then Use PetitModem To Transfer The Game To My 3DS! I'm So Smart!" But Since SmileBASIC Is A Custom Language, That Won't Work.

There is no one BASIC language. SmileBASIC is a /dialect/ of BASIC: it follows the general structure and syntax features of the BASIC family, but like the dozens of other dialects, no, code is not directly interoperable.

It's just a common way of referring to someone by name when it isn't necessarily obvious from the context, or, where supported, to notify them.

I think @handle started with Twitter as a way to reference people directly. If it didn't start there it's certainly where it's most commonly coming from these days.

1993 RFC 1459 defined it to signify an IRC channel operator, I wouldn't doubt its use evolved from that before the introduction of the Twitter platform.
