So this game is not released in North America yet. But if you own a Nintendo Switch then all games on there are region free meaning that I could play games from Japan on there. So if I bought a Nintendo Switch could I buy this game from the Eshop while in North America? Is this game even possible to buy on the Switch or is it exclusive to the Wii U?

The latter you've mentioned is correct, this is for Wii U only. To make matters worse, this is not available on Nintendo Switch any more. However, I guess that Smileboom is planning to develop new BASIC interpreter like SmileBASIC for Nintendo Switch. Of course it is not certain, but Smileboom often develops interesting software for any game console and PC. Let's wait expectantly.

I would buy a WiiU just to use BIG But I think it is region locked to only work on Japanese WiiU's.

As of now to you get SmileBASIC BIG, you have to wait for released the US version of BIG, or get the JP version of WiiU console.
