I'm seeing a lot of these type of discussions lately, but it's understandable why.
SmileBASIC is supposedly coming to Europe soon. Wether it's later this year or early next year, but it's supposed to release soon. Just be patient for a little bit longer, and you'll probably get it.

since the Wii, Nintendo's been region locked. at most they probably could send the American version to the UK, but it would probably 'just' be to the UK
Europe has different standards for software releases than America or anywhere else. For example, you usually make sure software is available in the 6 major languages of Europe. (Can't really remember which from the top of my head.)
It takes time, but it will probably still happen.
October 15 2015 yes. but it took them around a year of localization time into English, and they were also working on updates simultaneously. They also had the Ogiri contest, and currently have Wii U, an update for the 3DS, Smile Game Builder, etc. There's a lot on their plate beyond localizing for Europe (which has six langs, as Oscar said)
