I played this game before, course I played it on the snes. It was called tetris attack, starring yoshi. Not actually a tetris game btw.

It's actually a localization error. The Japanese title was Panel de Pon, with an original universe but the game was translated as Tetris Attack with Yoshi. The game had two Pokemon sequels on GBC and N64, Pokemon Puzzle Challenge & Puzzle League, now available on virtual console. The N64 version never released in Asia btw. The game existed also on GBA, NDS and DSi with no specific background.

It is an attempt to clone panepon/tetris attack/puzzle league, yes. Still needs quite a bit of work before an alpha I'm happy with.
