How do I change the layer of my title? I used gputchr and it automatically put it on layer 0.

GPUTCHR works with the graphic screen. To change the graphics page, it's GPAGE. Or if by layer you mean the Z axis, it's GPRIO.

And anyways, don't be so sad. Nintendo is gonna release an actual version for 3DS. Most people cancelled their Super Mario Maker projects because the real one will be revealed soon.
