How do I improve my FPS counter? Mine is ok but it only updates every second therefore only have a 1/60 chance of seeing slow down :/

Trying to make Super Mario Maker. I need help though. Im trying to make the bg scroll. That part works fine but if I place anything the blocks will get placed back at the original area, like the camera never moved!
