im trying to release a new game but it wont work. HELP

how do i put my project IN my file so i can publish it

Trying to make Super Mario Maker. I need help though. Im trying to make the bg scroll. That part works fine but if I place anything the blocks will get placed back at the original area, like the camera never moved!

BUT ive made a new game [tell me how to publish] thats not clearly published yet. anyway its called BUILDATTACK and you protect a building from evil slimes and make houses to protect it. comment and tell me how to publish if you want the game by tomorrow.
