I'm not sure what you mean by 'people levels', but assuming you mean people's programs... You'll need a key to the program. The key is usually given by the program's creator in a Miiverse post. You use this key by going into the Networking options in SmileBASIC, then choosing to download a secondary use program, then entering the key you got. Please avoid asking repetitively for keys.
