Yeah, I remember being able to detect START and SELECT in SB if you held it on program start. I didn't find much use for it, but I guess I understand how it'd be useful. I think they removed it not too long after the NA release. Also, I don't really see why Ninty would force them to disable usage for the START button. It just doesn't make too much sense to me. Well, it's not that big of a loss.
