ok, so I want to get this, I wan't to develop games, but theirs one thing that stands in my way... I don't understand the BASIC language... So it seems like a big risk for me to potentially waste 9.99 on a application that I'll never use. Should I risk it?

Depends. You wanna learn to program in BASIC? The SmileBASIC website is one place to start.

Scratch isn't that great dude, in fact I hate it. BASIC is easy to learn you'll be fine.

@Raidmiivrs Its fine, the only reason I say that is because I have cringey war flashbacks because of that website. Playing minecraft 2D... I will never sink myself to that primitive state ever again...
