Does this use a specific set of rules (i.e. if input="text" then ? "answer"), or does it use a learning algorithm such as a neural network?

I tried the code and is more like a parrot. It repeats everything you write.

the way it works is that whenever you write something, it finds the closest thing IT said and checks how you responded. For example, if the bot says "HI" and you say "HELLO", the next time you say "HI" the bot will probably say "HELLO" too.
