You shouldn't upload someone else's program, even if its edited, without the original creator's explicit permission. Ask first.

You see a key anywhere? ...No? Okay. I said comment if you want the key in case someone else happened to not like the dialect of the previous version.

It's only bad if you claim that it's your own, or if the specifically say not to. Uploading a translated/better translated version is almost always fine.
